The security situation in Darfur has deteriorated to the point that many humanitarian organizations can no longer operate there. Aid convoys are regularly looted and refugee camps are still subject to attack. Since fighting broke out five years go, some 300,000 people are thought to have been killed. All efforts to broker a lasting peace deal between the rival militia groups have failed. The UN and African Union agreed to dispatch the largest peace-keeping force in history to the region. But those troops have been slow to arive. The head of UN peacekeeping operations says he does not expect the Darfur force to meet its deployment targets this year.
