The European Union has agreed to resume partnership talks with Russia. It had frozen negotiations on closer ties following Russia's military incursion into Georgia last summer. Officials said a new round of talks could be scheduled after a long-planned EU-Russia summit on Friday but insisted the decision to move forward did not mean relations are back to "business as usual." +++syn+++
