The European Union says it will postpone talks on a partnership treaty with Russia unless Moscow completes promised troop withdrawals in Georgia. After a crisis summit of EU leaders in Brussels, French President Nicolas Sarkozy said the EU will have to re-examine its partnership with Russia.. if the ceasefire deal signed by both Moscow and Tbilisi is not respected. Ahead of the summit, there had been considerable divisions within the EU on how to respond to Russia's actions in Georgia.
