Germany's pro-business FDP has been meeting in Hanover to get into shape for September's general election. The party hopes a campaign promise to simplify Germany's tax system will help it get back into government after 11 years in opposition. Guido Westerwelle thinks his party's three-tier system and the resulting tax breaks for the middle class will convince voters.
