The United Nations Framework Convention on Climate Change (UNFCCC) in Bonn, Germany is a truly unique repository for scientific data regarding greenhouse gas emissions. Industrialised countries send reports at regular intervals as to how many greenhouse gases they produce.
The UNFCCC's Implementation Programme gathers the information to see if the countries are adhering to the Convention on Climate Change. Sergey Kononov is a member and a review officer of the Implementation Programme. He prepares reviews of 'national communications' posted to the climate change secretariat in Bonn.
