Traders at the Frankfurt Stock Exchange welcome the current debate on a pan- European answer to the American bank rescue package. The DAX Index is down some 27- percent since the start of the year and banking stocks, which are the realy fabric of the market, remain extremely volatile. Traders believe financial markets need a real shot in the arm.
