Russia has not kept its pledge to start withdrawing forces from Georgia on Monday. No significant troop movements have been reported despite claims by Russian officials on Monday that a gradual pullback was underway. Russia's envoy to NATO said today, in the run-up to a special meeting of NATO foreign ministers, that a complete withdrawal would depend on the actions of Georgia's President Mikhail Saakashvili.
