French and Spanish police have arrested the alleged leader of the Basque separatist group ETA. Javier Lopez Pena and three other suspected ETA leaders were taken into custody in Bordeaux during a joint operation. A government spokesman in Madrid said the arrest dealt a "heavy blow" to ETA, which has spent decades fighting a violent campaign for Basque independence from Spain.
