The European Union and Russia are holding talks in the oil-rich region of Khanty-Mansiisk in Siberia. Both parties hope to secure a strategic partnership that would include energy guarantees for the West. Khanty-Mansiisk is about the size of France yet produces about 7-percent of the world's crude oil. Foreign profits have pumped Bbillions into the region, and residents are not afraid to show it.
