Another reason why Iranians are less than enthusiastic about electing a new parliament is that they know their representatives don't really have much power. The big decisions are made by the Council of Guardians who, like the heads of the judiciary, state broadcasting networks and the military, are under the direct control of the Supreme Leader. And he is definitely not elected by universal sufferage. Iran's political system leaves little room for true democratic change.
