(FILES) A file photo dated 5th February 2009 showing traffic in Rotterdam. The Dutch government decided to introduce road pricing in The Netherlands on Saterday, November 14. The mileage charge starts in 2012 with an average of 3 eurocents per kilometer. In the following years the rate goes up to average 6.7 eurocents in 2018. This is no ordinary steering wheel -- developed by German researchers, it's connected to a computer system which can detect -- and avoid -- objects on the road, like wheelchair riders. The so called self-driving car could be a way for older drivers to stay behind the wheel safely. Germany's minister of education and research has backed the project with grants.
