In Mexico, distance learning programs are supposed to keep education going. But less than two thirds of the 30 million students in the public education system have online access. Although Mexico's government has ordered a partial reopening of schools, most schools remain shut as federal states argue it's too early to reopen. Simon Schatzberg reports from Oaxaca and Mexico city.
